The Rat.

The rat is the concisest tenant.
He pays no rent, --
Repudiates the obligation,
On schemes intent.
Balking our wit
To sound or circumvent,
Hate cannot harm
A foe so reticent.
Neither decree
Prohibits him,
Lawful as
Equilibrium.
